Blog: Planning Permission Secured for Major Community Improvements at The Hykeham Hub

Fytche-Taylor Planning has secured full planning permission on behalf of North Hykeham Town Council for a major extension and enhancement of The Hykeham Hub, bringing forward new library, social and sports facilities for the local community.

The approved plans will see the existing Hub extended to provide a new community library, café and social space, alongside a new Multi-Use Games Area (MUGA) to enhance local sports provision.

The approval represents an important milestone for a project that had previously encountered planning difficulties and demonstrates how early planning strategy, coordinated design and constructive engagement with key consultees can help unlock challenging community development projects.

Unlocking a Previously Stalled Project

Fytche-Taylor Planning was appointed by North Hykeham Town Council after previous attempts to progress improvements at the site had stalled. Rather than simply revisiting the previous proposals, our team worked with the Council to develop a new planning and design strategy for the site.

A key challenge was the relationship between the proposed development and the existing sports field. This required detailed consideration of planning policy and extensive engagement with Sport England, alongside discussions with North Kesteven District Council. Our involvement began at the pre-application and concept design stage and continued through the detailed design and planning application process.

Fytche-Taylor led the architectural design of the scheme, coordinated the suite of technical reports and supporting assessments, and worked closely with the Local Planning Authority and consultees through to determination.

New Community Facilities for North Hykeham

The approved development will provide a significant enhancement to the facilities available at The Hykeham Hub. At the heart of the proposals is a new community library alongside a café and flexible social space, helping broaden the role of the Hub as a place for people to meet, access services and spend time within their local community.

The new MUGA will complement the building improvements by providing additional opportunities for sport and recreation. Together, the proposals represent a substantial investment in community infrastructure and allow North Hykeham Town Council to move forward with its ambitions for the site.

Planning for Town and Parish Council Projects

Projects of this kind can present particular challenges for Town and Parish Councils and other community organisations. An initial idea for a new community building, sports facility or extension can quickly involve planning policy, architectural design, surveys, technical assessments, statutory consultees and multiple stakeholders.

Importantly, Councils do not need to approach us with a fully developed scheme or an assembled professional team.

Fytche-Taylor can become involved at the earliest stages to explore feasibility, identify potential planning constraints and develop the initial concept. Where required, we can then lead the architectural design, coordinate specialist consultants and manage the planning process through to determination. The Hykeham Hub is a good example of that integrated approach - and of how a project that has previously encountered difficulties can be reconsidered and successfully moved forward.

Planning Permission Secured

Full planning permission has now been granted by North Kesteven District Council under planning application 25/1365/FUL, allowing the Council to progress the project towards delivery.
